He was arrested after a 12-year-old girl told her mother that he had molested her more than a dozen times.<\/p>\n<p>Tampa Police arrested 48-year-old <strong>Edison Leonard Balcom<\/strong> last Thursday and charged him with sexual battery on a child, lewd and lascivious conduct, and failure to report as a sex offender.<\/p>\n<p>Police stated that <strong>Balcom <\/strong>allegedly admitted to the girl\u2019s mother that he had touched her during a telephone call recorded by investigators. He was arrested in the 400 block of W.
