Notice of Public Hearing
A public hearing will be held by the Land Use Hearing Officer, pursuant to Hillsborough County Ordinance 92-05, beginning at 1:30 p.m., July 13, 2015, at the Board Room, 2nd floor of the County Center, 601 E. Kennedy Blvd., Tampa, to hear the following requests.
Copies of the applications, department reports and legal descriptions are available for public inspection in a master file maintained by the Planning and Growth Management Department, the Board of County Commissioners and the Clerk of the Board of County Commissioners. All interested persons wishing to submit testimony or other evidence in this matter must submit same to the Hearing Master at the public hearing before him/her. The recommendation of the Zoning Hearing Master will be filed with the Clerk within fifteen (15) working days after the conclusion of the public hearing.
The review of the Zoning Hearing Master’s recommendation by the Board of County Commissioners of Hillsborough County shall be restricted to the record as defined in Hillsborough County Ordinance 92-05, unless additional evidence and/or oral argument is permitted pursuant to the terms of the ordinance.

INVITATION TO BID (ITB) B-015-15
GROUNDS MAINTENANCE SERVICES

Port Tampa Bay (PTB) is soliciting sealed bids from qualified contractors interested in providing all labor, materials, equipment, accessories, and services necessary or incidental to maintain the exterior landscaping (approximately 300 acres) at PTB facilities. Interested firms must have an established reputation for experience, reliability, and ability to provide the required services.

Prospective bidders are required to attend the MANDATORY PRE-BID CONFERENCE AND MANDATORY TOUR on Tuesday, July 7, 2015 beginning at 8:30 a.m. in the PTB Board Room, 1101 Channelside Drive, 1st Floor, Tampa, FL 33602. The tour may take up to four (4) hours; please plan accordingly.

Respondents not participating in the MANDATORY pre-bid conference and tour will be precluded from submitting a proposal for this project.

The ITB is available through a link on the PTB’s website (www.porttb.com) and the DemandStar System (www.demandstar.com). Interested firms shall submit a completed response to the Port Tampa Bay, 1101 Channelside Drive, 4th Floor, Tampa, FL 33602. Sealed Bids are due by Thursday, July 23, 2015 at 1:00 pm at which time all bids received will be publicly opened and read aloud.

PTB encourages the use of registered Small Business Enterprise (SBE) firms to the greatest extent possible on PTB projects and has a goal of nine percent (9%) SBE participation. PTB will consider SBE participation when evaluating the bids.

ACCESS CONTROL SYSTEM IN SUPPORT OF THE
SELMON EXPRESSWAY REVERSIBLE EXPRESS LANES

Tampa Hillsborough Expressway Authority (THEA) in Tampa, Florida is soliciting responses from qualified firms interested in providing a new Access Control System in support of its Selmon Expressway Reversible Express Lanes (REL). The REL system is a reversible lane tolled system that is designed to carry one-way traffic in the predominant commuting direction for AM/PM Peak travel times. The general operations call for the REL traffic to flow east to west in the AM and west to east in the PM; also included are special operations for weekends, special events and emergency situations. To provide a safe and clearly understandable system for the motorists, a very precise series of steps must be used by the operators at THEA to open, close and reverse the system (the “Project”).
A Non-MANDATORY Pre-Proposal Conference and Project Site Tour will be held July 07, 2015 at 9:00 a.m. in the THEA Board Room on the 1st floor of the Transportation Management Center located at 1104 East Twiggs Street, Tampa, Florida 33602. Prospective Respondents are strongly encouraged to attend the Pre-Proposal Conference and Project Site Tour.
Interested firms will obtain a copy of the RFP Instructions and Submittal Documents and submit a completed Response Package to THEA at 1104 East Twiggs Street, Suite 300, Tampa, Florida 33602. Response Packages are due by 2:00 p.m., Friday, July 31, 2015 at which time THEA will publicly open the responses.
Response Packages shall include: a Letter of Interest, Statement of Qualifications, Approach to Providing Services and completion of the RFP Documents and Forms. Firms failing to submit the required RFP Documents and Forms may be deemed non-responsive to the RFP. The Schedule of Events containing additional important deadlines for this RFP is located in the RFP Instructions and Submittal Documents at Section A, Paragraph 1.4. The RFP Instructions and Submittal Documents are available through the DemandStar System (www.demandstar.com) or through an email request to Man.Le@tampa-xway.com. This is a Tampa-Hillsborough County Expressway Authority (THEA) Small Business Enterprise (SBE) Sheltered Market solicitation BID NO. O-00915, JANITORIAL SERVICES FOR THE TRANSPORTATION MANAGEMENT CENTER (TMC), a 3-story building, 27,500 SF, located at 1104 East Twiggs Street, Tampa, Florida 33602.
This Invitation to Bid (ITB) is available only to businesses who have at least two years experience in performing the Services and who are registered or certified as an MBE, DBE, or WMBE or SBE from other governmental entities in the county of Hillsborough, Pinellas, Pasco, Polk and Manatee, as further outlined in THEA’s SBE Policy.

The H. Lee Moffitt Cancer Center and Research Institute, Inc. and its subsidiaries (collectively “Moffitt Cancer Center”) seeks to award up to three (3) or more Indefinite Delivery-Indefinite Quantity (“IDIQ”) contracts to qualified and responsible companies to provide engineering services on an as needed basis. The scope and price of each project shall be set forth in an Order for Work for each project (“Order for Work”), which will be governed by a master agreement. Moffitt Cancer Center is therefore requesting qualifications from interested engineering firms (“Engineer”). The estimated cost of each project will be under One Million Dollars ($1,000,000.00).

The Request for Qualifications (“RFQ”) is the first step in the process for selection of an Engineer to provide engineering services. A response must be made in accordance with the instructions outlined in this RFQ. Upon receipt of RFQ submissions, a short list of firms will be selected to interview with representatives of Moffitt Cancer Center. After the interview, the IDIQ Engineers shall be selected.

General Information. The Moffitt Cancer Center is soliciting qualifications for Engineers to provide engineering services on an IDIQ (as needed) basis in accordance with the terms, conditions, and requirements set forth in this RFQ, including any attachments hereto.

Tampa-Hillsborough County Expressway Authority (THEA) is soliciting responses from qualified firms interested in providing innovative marketing and communications services that will inform current customers and the general public of THEA’s activities and provide support to THEA’s Communications Director.
The procurement process that will be utilized for this project will a Request for Qualifications (RFQ) consisting of two steps. For Step 1 of the RFQ process, firms shall submit a Step 1 Response Package that includes a Letter of Interest, Statement of Qualifications, Work Samples, Innovative Ideas and completion of the RFQ Documents and Forms. The THEA Evaluation Committee will evaluate the Step 1 Response Packages and rank firms based on the Step 1 Evaluation Criteria identified in the RFQ Instructions and Submittal Documents.
For Step 2 of the RFQ process, the top ranked firms will provide a presentation, interview/Q&A and fee schedule.
A NON-MANDATORY Pre-Proposal Conference will be held May 18, 2015 at 9:00 a.m. in the THEA Board Room on the 1st Floor of the Transportation Management Center located at 1104 East Twiggs Street, Tampa, Florida 33602. Prospective Respondents are strongly encouraged to attend.
Interested firms shall obtain a copy of the RFQ Instructions and Submittal Documents and submit a completed Step 1 Response Package to THEA at 1104 East Twiggs Street, Suite 300, Tampa, Florida 33602. Submittals are due by 2:00 pm, June 8, 2015 at which time THEA will publicly open the responses.
Firms failing to submit the required RFQ Documents and Forms may be deemed non-responsive to the RFQ. The Schedule of Events containing additional important deadlines for this RFQ is located in the RFQ Instructions and Submittal Documents at Section A, Paragraph 1.4.
